Being bored isn`t a good reason to start a new site.
The design isn`t really related to coding; it should look more professional.
Also, the site is content-less, but has forums. For what, I ask? You need to pump some content in first, then open a forum where your visitors will be able to write their opinions about this content.
Anyway, today coding related sites are quite popular, but you should start one only when you have all the material ready to be published, that is: articles, tutorials, written software, etc.
