Legal boards only, phpbb, smf etc etc, only vb and ipb allowed if you show us you actually have a licence for it (pm bondings)and I dought that so we just suspend those accounts.

im pretty sure its a yes, IPB and Vbulletin require liscences thatas why they are not allowed unless you proove you have the license

Also, If you want to, you can buy a copy of IPB 1.3.1 and you don't have to be bound to it because that version is completely free when it comes to licensing.
