First, do you know that all the Windows XPs in the world is set at a default to delay the All Programs button once you press it? Luckily there's a way to solve this:
1. Goto Start->Run.
2. Type "regedit" in the dialog box.
3. The Registry Editor will pop up, double-click on HKEY_CURRENT_USER.
4. Then double-click on Control Panel.
5. Double-click on Desktop.
6. Now search for this term "MenuShowDelay" and right-click on it.
7. Change the value (the lower, the less delay, default's 400) - I used 50 since it's fast enough for me.
