The easiest and free way I found to make pictures like that is a program called andreamosaic you can download it for free at
( http://www.andreaplanet.com/andreamosaic/ )
It is really easy to use, and I have had really good results with it. If you don't like that you can always do a search on free mosaic or collage software. I hope this helps. Good Luck!

You never wrote back and, I am curious if the program worked for what you were trying to do?? If not there are many othyer ways of making a picture like that it all depends on how much time you are willing to spend, and what effect you are looking for.
