Hi i was wondering if anyone knows what computer would be able to play oblivion on the highest settings with top graphics.

Currently I think that only top of the line can do that. Oblivion uses a crappy game engine that runs like crap on everyones computer. If I were to say a computer that could do what you want it would cost a good chunk of change.
CPU: Intel Core 2 Duo E6600 and up

RAM: Nothing below 2gb is acceptable

My laptop can play it at Ultra High settings, and it has:
Intel Core 2 Duo 2.0 Ghz
2 GB RAM
GeForce 7900 GS Go 256 Mb video.

Oblivion can run ok you just have to lower the settings. Its not going to run good if you have a decent computer and run the game on high. I have had problems with glitches during quests though. Customer service has been helpful but I am thinking about just giving up.
One great system-saver is turning off grass. You heard me, turn off the grass. No, this will not make your game look like crap, it will just allow you to keep everything else on a decent level and doesn't really affect the game otherwise. (it might even make it easier to find items lying on the ground)
