Why is the Japanese Yen so cheap againts the dollar?

Most countries seems to make their home currency valuable in exchange for the US dollars. For example:
1 dollar = Rs 45 approx. (Indian Rupee)
1 dollar = 33 (Thai Baht)
1 dollar = 6.8 (Swedish Kronas)
1 dollar = 120 (Japanese yen)
Why is the Japanese currency so low in value vis-a-vis the US currency? (Devaluating one's currency to promote exports is another thing.)
