phpBB : Critical Error

Could not connect to the database

Could anyone tell me what's that error message means?
1. just a bit busy for the server....not a big deal at all...
2. serious problem. a. the database (my-sql is down/ removed) b. phpBB oonfig. error.
3. my IE problem..
4. I was infected...
5. others.

I set a PHP forum in other free hosting previous.
Someday, it showed me this message and never recover again. Crying or Very sad

It means the DB was down for a bit on our end, it has been taken care of however.
