Sounds like he's looking for a firewall or something like that.
You could try Kerio Personal Firewall, Norton Internet Security or McAfee Security suite. Neither are free, although ZoneAlarm used to be.
If you need a software to avoid that external hacker can reach to your OS or valuable files, maybe that you need is a firewall.

umm. ZoneAlarm is free. Ok, the paid for version is slightly better, but the free version is pretty good.

It enabled you to monitor components's network access so you know any security present on you computer. It also feature rules-based access, you could define which and how the apps access network outside you computer.
