Do you have illustrator? You can make gears in that very easily. Create a circle, then make the stroke have dashes, convert to outline, use pathfinder to merge with another circle and you've got a gear!

Yes you're better off using a vector graphics program like Illustrator, FreeHand, CorelDraw or even Xara Xtreme. You can create gears from the basic shapes (circles and lines) and then export to any raster format (Gif, JPG, BMP, PNG...)
I recommend you go to Deviant Art (www.deviantart.com) and type in "Gear Photoshop Brushes" download them and put them into your Brushes folder in Photoshop files and use it as a brush.
