Go to cpanel, mysql databases and on that page, there will be a link to your phpmyadmin.

You mean creating mysql databaes in cpanel? if that has been stopped maybe its for security reasosn but i think you can do everything you need to in phpmyadmin except username i think. But i normal never use them not much point. Just think of a real good strong main password.

phpMyAdmin & cPanel are working fine even now.
cPanel - http://smart19.frihost.net:2082
phpMyAdmin - http://smart19.frihost.net:2082/3rdparty/phpMyAdmin/
For creating/dropping databases & managing users you'll have to use
cPanel mySQL page - http://smart19.frihost.net:2082/frontend/x/sql/index.html
Use your cPanel username & password to login to these.
