Are we allowed to submit individual pages to search engines ?
Or are we allowed to submit individual directories(folders) on your site ?
Or is it just subdomains that we can submit ?
Finally, if we can submit each page separately, does anyone know how to put separate lists of keywords in the meta tags of each post in blogspot ?
You don't need to submit anything to a search engine. Just make sure there are links to your site from others and the search engines will find your site and all it's navigable pages.

Meta tags are not used by the big search engines, again there is no point wasting your time on this.

Its not necessary. If you start submitting your individual pages to search engines, possibilities are there that you got banned cause on every search engine submission guideline it is clearly stated that SUBMIT ONLY HOMPAGE.

Its not always a waste of time. If you are running a site on a small scale having just 100s of visiters and no link to your site, search engine willl never ba able to index u. In this case you will be required to submit your page yourself.
But the info provided by you is really good. I was also thinking on these lines but i never knew that a search engine doesnt use keywords.
Also google is famous because it gets info about a site from environment.
