Yeah, it's his voice allright, but apparently whoever created the audio on that little video file used one of those George W. Bush Speechwriter websites to re-arrange things.

(Or they just chopped up & manipulated recorded speeches on their own.)

But in all sincerity, nothing that man says or does would surprise me. Rolling Eyes
