You must have somehow disassociated your notepad program from reading .txt files.

Check your file association. Is Notepad or Wordpad attempting to open when you double-click the text file?
You can check file association by opening Windows Explorer and then clicking Tools | Folder Options. Go to the File Types tab. Find TXT in the list of file extensions - you can type the letter U to move very close to TXT. Click Change and note the highlighted application. If it is not Notepad, change it to Notepad. Click OK until you get back to the Windows Explorer window.
Some steps are different depending on the version of Windows you are running. I am using XP.
