one passenger for speedway law

A few months ago I heard that an American citizen has been caught with a dummy on the left seat, so he could go at the fast side of the road. Isn't it weird? Why could someone be allowed to go to higher speeds if he has a passenger?! Wouldn't it have more sense if it would be reverse: so if you make an accident you are the only injured one.

Many US cities, in order to promote carpooling and help fight congestion, have special carpooling lanes that require that the vehicle have more than one person in it. The lane (when present) is on the far left, so there's nobody pulling into it from a stop or slowing down to turn, which speeds things up in that lane. Also, the fact that there is less traffic in that lane makes for a faster pace, especially in congested areas.

Since driving in one of these lanes alone will get you a traffic ticket, this guy was trying to fool the cops with a fake passenger.
