Can Wiki also be strictly controlled?

Can Wiki also be strictly controlled as far as to admit only a fixed set of moderators?
I am aware that the purpose is the opposite: to offer max freedom. However, for a bunch of control-freaks I'd like to reassure them that you can set the default to something like:
-no page can be edited exept by members of one group - unless explicitly set free by those members
-no one can make himself a member of that group
-no one can register without explicit acceptance by an administrator
-no page can be seen without being logged in

Maximum control, that is...
I hope some of you can enlighten me.

I hope some of you can enlighten me.

Just setup an editor and admin password in UseMOD wiki or DokuWiki can do this just by saying only one group can edit and disable registration and you can do this, but that really defeats the purpose of a Wiki in a way. A page manager would be much more efficient since Wikis keep previous revisions until they eventually eat up your quota entirely. MediaWiki is even worse because it keeps deleted pages in the database that you can't delete.
