Kinda reminds me of something Microsoft related. Maybe SharePoint, or their MSDN website. Looks very clean.

the only think worth applaud is your the organisation, yes, that one is ok.

but you need some X-factor. elements. graphics and etc.

Actually, I ported it from this webpage. Totally not based on MS' website. I only saw it after I went to that webby.
