Random Files Being Owned By Apache

I have had a few circumstances where I will create a file using php's file system functions. Maybe about three times when I have done this it has created a file or directory that's UID and GID are apache instead of the usuall cr3ativ3.

But the problem with this is I have no rights to these files, I can't modify chmod or delete the files and it gets kinda annoying is there anyway to get rid of them and I can't reproduce this problem it just happens all of a sudden.

Oh, wow now im imberesed, ya that worked I should have searched harder I did a quick skim so I must have passed it.
