I read an article in Lexean 2007 Issue 01, by Dr. Cherian George on Autocracy that works (Refering to Autocracy in Singapore that works).
He states that "There is no guarantee that the system will remain as benign as it has been. Without institutionalised checks and balances, there is always the risk of massive abuse of power. On the other hand, the young republic's political culture MAY provide SOME protection,.... low public tolerance for corruption and non-performance".
He then cited the famous Singapore Kidney Foundation issue (where the CEO uses autocratic and massive abuse of power, corruption), to support that "ANY slip in the PAP's high governance standards would be met with massive moral outrage".
The Singapore Kidney Foundation scandal comes to light only after the massive abuse of power and corruption. The outcry did not prevent the problem. The Foundation was seen as PERFECTLY OK, thus before any crisis - the Sinagpore Autocratic system would seem OK.
The risk as stated by Dr. Cherian - no guarantee - the damage level can be massive.
