i wanna make a forum where i can upload songs and videos and programs for peoples to enjoy...but i dont want to pay a lot of money for it..been honest i wish it could b free better...what would be the best thing for me to do?? because i really dont know anything about websites...what i need? IPB or php? please help..thank you..!!

You can use phpBB forums for free, but as Scorpio said, you will not be allowed to host copyrighted music or videos here on Frihost (or any other server to be realistic) unless you have full written permission from the copyright holder.
The best thing you should do... it's learning php 
Then, you will be able to create your own forum.
