First, I'm assuming that you are working with DV format digitized video and digitized photos. I'm not sure if a freebee program like Windows Movie Maker will let you import graphics or not. If your project is a one time deal you could probably use something like Adobe's Premiere Elements to do the trick and it's a freee download for 30 days. Otherwise, you might have to pay a bit more.

But some important basics. Some video editing programs will auto-size your photos the best they can to fit the video aspect ratio and resolution. If not, and you have an image editing app. like Photoshop or Gimp, you can create a blank image file that is 720 pixels by 536 pixels, at 72 dpi., import your digitized photos into that and scale/crop to fit. (For anyone else reading this post, yes, video is 720 by 480 but the 536 size compensates for for the non-square pixels that make up DV.)

Post agin with a few more specifics, your video format, computer OS,your skillset, etc. and people may be able to respond with better suggestions.

720 x 576 = Pal
720 x 480 = NTSC

irishmark, yes, I know. But most photo files use square pixels as do most editing programs. DV videos' pixels are non square, a .09x1 aspect ratio. To compensate for putting square pixel images into non-square DV frames, you use roughly 436 pixels instead of the 480 that make up DV.

I'm sure there are articles online that explain it better, but unless people have the last version or so of Photoshop which includes pixel/aspect ratio conversion tools for DV video, this is a good work-around.

Windows Movie Maker is surprisngly good at making slide shows in. You could try that.
