What are the financial provisions under F1 and H1 visas?

What sort of financial activities are non-US citizens entitled to while they are in the US under an F1 or H1 (study or work) visa?

1. Can non-US students work for earnings while they study for a graduate degree, or a doctorate?

2. Are people working under an H1x entitled to pay taxes to the US? Or do they pay taxes in their home country? Is there a double-tax evasion policy for every country with the US?

3. While under H1, are people entitled to invest in the US share market?

What additional financial provisions does PR provide as opposed to F1/H1?

I'm a graduate student seeking admission to an institute in the USA. A reply would really be much appreciated.
