I can't connect to my forum

Each time I try to connect I have this error on my page .

Code:
404 Not Found
Unable to connect to host


or

Code:
The page can not be displayed


What does it mean ?

Is it a temporary error ?

I am afraid that my forum was hacked ?

Does hacking give such error ?
