Can be bew more specific? There are tons - Content Management Systems, Forum Systems, Blogging Systems, Wiki Systems, Project Management Systems, etc.

Any free PHP/MySQL based CMS can fullfill your needs (Joomla, Typo3, PHPFusion etc.). Or any blog software (Wordpress is often recommended), any wiki software.....
You should look at sites like sourceforge.net. In the project map you will find lots of tools. Try some out and you will find what you need.
