How to make a photo like this picture ?
i mean using what kind effect ? did some one know how to do it ?

If I was going to recreate that photo.
Camera would be slightly above her face
with the face slightly looking up into camera.
Use either a black backdrop
or a green one if you are going to chromakey it.
At least one harsh flood light on the right
either a smaller fill light or a reflector on the left.
and a small light shinning on the back right side of her head
Maybe a strobe shinning down from the right.
Use the best quality lens you have (usually lowest f value rating).
An 80mm lens tends to give a life sized perspective,
so shoot at a distance that fills 2/3's of the view finder.
Do not center the subject in the frame,
leave the left 1/3 of frame empty.
Make the plane of the lips and eyes the sharpest focal plane
by using a small f stop value ( which is actually a larger opening)
to blur out all but the face plane.
Use as long of shutter as possible to capture as much color as possible
without causing any of the blacks to grey out from overexposing.
So it would actually be slightly underexposed.
Take many shots with various settings and bracketing,
then select the best pic.
Edit using photoshop or similar program.
Work in layers.
use a layer to soften (blur) some of the skin areas,
leave the lips and eyes as sharp as possible,
use a layer to detail the reflections in the eyes,
use a layer to sharpen, enhance the eyebrows and eyelashes,
use another layer for hair highlighs and colors.
The result should be pretty close.

No, I would say there is a lightbox or umbrella strob on her left and a fill card / reflector on her right. So not harsh light at all. What you are describing as harsh is just the ratio of light more on one side that the other. So ratio is very different than harsh.
And don't for get the diffusion filter and I am also seeing an 81a filter.
and never bracket. Learn your craft, and soon you will be abel to shoot exactly the picture you want.

I was trying to use generalities
so that he might visualize elements for himself.
There's a thousand different ways to do things.
Harsh probably wasn't the best choice of adjectives.
I would not use an optical filter even though it would be quicker.
I would keep the lips and eyes sharp and focused.
And, diffuse the rest of her skin in photoshop.
You make a good point about learning not to use bracketing.
However, I think it's important for beginners to be successful.
Like I said there's a thousand ways to do things.
Thats why peoples pics are all so different.
I try to appreciate them all.

Do you have a picture already to use if so make sure its at least 600-700 px tall and wide in the face alone.
Then depending on the program u use to add eye candy to images, I use adobe photoshop cs.
So I'd start with a black background and select the picture layer go to filter, render, lighting effects and give it the light I want and thinks looks the best.
Then take the image cut out some of the hair on the left with eraser tool then take the circle marquee tool with a feather of 3-15 px and delete some of the hair on the left again so its a smoother fade. Also use that marquee tool with a feather of 2-6 px to fade some of the bottom left chin and neck.
Then duplicate the picture layer about 1-2 times changing the blending mode to hard light with 100% opacity and maybe one with linear dodge or color dodge with a low opacity 1-25%.
Then maybe add a couple layers and create a couple other tiny effects like eye detail (depending on the image and focal point) and do other lighting and shading fixes.
I would be happy to give an opinion but I can't see the picture.
