Best way of learning is exploring and looking.
After you've learnt some very basic functions, go on hotscripts.com, download some opensources scripts (but start with the simple ones!), try uploading them, looking the the scripts and changing some variables, it's not too hard to understand. PHP is very effective too, and with so many open source scripts out there, take advantage and edit some scripts.

Perl is a useful language for scripting. It is installed as part of linux and can easily be installed in Windows (Active Perl) and is free. Just google Perl and you will find a lot of usable information/tutorials etc.
2nd best way is Hudzilla's PHP book, PHP in a Nutshell.
The online version has been converted to a wiki (eh, sort of ambivalent about that).
