I am looking for Recommendation on what to look for when creating sigs. Like what program is better to use pixels and so on. If you have any suggestions or ideas please let me know.

Size depends on the forum. 100 x 350ish should be pretty widely accepted.
I'd use Gimp, it's free. Or if you're just starting out, you could try MSPaint.exe.
Always start at the beginning.

Please; it can't even do a gradient.
You'd be better off using MS Word, and capturing a screen shot of the finished sig.

Yes but, your missing one important point. When I'm making something with my artwork or for my website I have open Photoshop and MS Paint. It's exactly the same reason I use Premiere and WMM. Simple interface low memory using programs are for some things more effective than the pro tools. Hell, for most things like putting a peice of text on an image I wouldn't use Photoshop!
I would; why?:
-Availability of translucency, gradients, blurring, and many other effects one can add to the text.
-Possibility of more font choices without adding extra fonts to the entire computer and slowing down the boot up.
-Ease of modifying the text later.
-More options in saving the file afterwards.

Gimp can do all of that as well as save and open and edit .psds 
^dont even get me started on this.
And paint? Are you kidding me? You can't even put a decent piece of text with it. Trust me, I remember paint days. I will NEVER go there again.
Why you should use photoshop, IF you're willing to put down the investment:
-layers
-great layer modes
-like nine billion blending effects
-AMAZING filters, if they are used CORRECTLY (people seem to have a problem with this)
-the almighty PEN TOOL
-text comes out perfectly
-awesome gradients and preset color pallettes
-GRADIENT MAPS!
-layer masking
-people make kickass brushes for photoshop
If not, PSPX has all of the basic features of photoshop and surpasses GIMP, most definately. It just lacks some of the professional stuff like a pen tool I actually like (alhtough it does have one) gradient maps, blending effects, and a kick butt brush pallette (although it does have a pretty good one). It's also a fair bit easier to learn to get around.
-the BRUSH PALLETTE. It is absolutely awesome.
-all the fun tools.
-gives it a finished look so it looks like you actually know what you're doing.

Paint? Word (I don't even know how you plan to make a sig with that)? Well considering you are (by the sound of it) a complete noobie Gimp should be OK for you, but I started with Photoshop, with is probably the best, however unless you plan to render for yourself or don't plan to use renders at all, then Gimp should be OK, really you should try to get a start on Photoshop at school (guessing your school actually has it) and if you get Photoshop, get 7, CS2 isn't really much better (apart from the fact that there is like a sqillion brushes for it and not much for 7.

Get it and search "photoshop tutorials" on www.google.com You will be set to make great sigs.
