You don't need to install any special software if You are using winamp. If yes, simply use disk writer plugin, in output section. But turn off repeat and suffle
And afterwriting change output to direct sound!
There are so many of them when u google...
anyway I use the Nero Wave editor... which came with Nero... its pretty good... though its not built only to convert but it does it with ease... 
I usually use MediaCoder for converting audio/video file.
MediaCode support almost all audio/video format. Audio: wav,mp3,ogg,ra,wma,etc. Video:mpg,mp4/divx,avi,3gp.rm,etc.
I am so satisfied with this program.

Two programs I use are Exact Audio and RazorLame.

Easiest way to do this... and trust me on this one, don't get seperate software for things this is a powerful and simple tool.

Totally free and also easy to manipulate the file before you save it into a WAV, you can tweak the quality settings of the output file it's quite flexible. If you want to do it the other way you'll need the LAME mp3 encoder, availible on the Audacity site above.
I use Audacity for editing MP3 files, creating ringtones etc. Have to agree it's a great tool.
I use Audacity too, but mainly for manipulating sounds. I also use FruityLoops for that.
For quick and simple conversion I use JetAudio. http://www.jetaudio.com/download/
I use dBpowerAMP Music Converter made by illustrate (http://www.dbpoweramp.com/).
I use iTunes, it has the same converter that Logic Pro has in it. If I am bouncing out a file I regularly convert in iTunes after.

A site that seems to keep a pretty good collection of Windows Freeware is www.nonags.com . I often go there first for software before I look at the paid stuff. There's a pretty good section on mp3 related stuff and I saw about 5 programs that would do what you want.
I use CDex http://sourceforge.net/projects/cdexos/ for a long time in Windows. It is freeware, fast and reliable.
