Neural Network Topology

Can any one tell me how are we supposed to design a proper topology for a neural network with set of intputs ni and a finite set of outputs?

I know how to train them and all thats all simple but how to design their topology how to decide number of neurons and all?

Actually I am implemting NN for Stock Market analysis
there are 17 inputs which can take any value from -10000 to +10000

How do I decide the tresh hold functions? all these seem to be serious issues and i am struggling with them.

It's not my specialist field so I'm reluctant to give advice that may be technically dodgy. Leave this with me and I'll get back when I have checked my facts
