I found this file in Discuz! official forum that it can change my forum URL to .html
May i upload it?

It says it is forbidden and not allowed in this server.

Why are you trying to access your .htaccess file? It's not meant to be a page of your site.
Edit: Also its .htaccess (double C).

It's definately with a double c.

By the way, like mathiaus said, a .htaccess file isn't meant to be a part of your site. You can't view that page by going to yoursite.frih.net/.htaccess
A .htaccess is more of a backend file, that runs certain scripts. (ie. php_flag register_globals on) its like a motor file that functions in the background. Its not an actual webpage. Laughing
