Dial up provider or the isp provider , grant access to the user or client , the user dials the isp number to get on line , does this mean that user have to pay for the line connection , or thphone bill of the time served on line, as the user dials the number, or is it that the number dial is toll free for which the user dosent get charged, if anybody how this works let me know?
