Do you mean to ask if you can connect to a database on another machine than the one the script is running on?
You can if the database is configured to allow connection from the outside. For MySQL this appendix to the manual might prove useful.
Sorry to threadjack, but here goes--
Is the instance of MySQL on a new account set by default not to accept any incoming connections from remote hosts? I just want to make sure that mine is secure. I haven't changed any settings on it, so it should be configured however it was when I got my hosting account.

I believe that MySQL allows connections from the outside, but your database is set up so that only your local frihost account can connect to it.
It may be better to ask in the Web Hosting Support forum.
