Dns server on a dynamic ip address?

i had a problem here. can i run my own dns server or point my domain to my name server in my dynamic ip address??
actually i would like to run my own web and email server in my own home. but the problem is i only had a dynamic ip address (which static ip service is expensive in my country...). meaning i own a domain for ex: domain.com then i wan to point it to my own computer which i use it as the server for 24 hours a day. and i know tat i'll need a name server, something like ns1.domain.com or ns2.domain.com so that the domain.com can point to my computer... so is it posible to do that?

no, i mean i want to build my own services like no-ip for myself. because i want to point the domain i bought straight away to my computer without going through any other services out there... Thanks...
