Their only illegal if you haven't purchased a licence from them. If you do fine so long as you can prove so. So you can buy one if you want, prove it to Bondings and you may be allowed to host it, otherwise use a free (normally open source as well) forum such as phpbb etc.

The simple fact that you will put $160 software on a free host makes the whole situation fishy. If you can afford vbulletin, you could probably afford a paid host.
