I'll respond to you, how about that? You can design layouts in Fireworks by using layers and text, but keep in mind that they are layouts, and not HTML code. However you may want to use Dreamweaver to create the layout and Fireworks to create the images.
I think there was a features on Fireworks that can publish your layout to html, but only the basic of html like body, head
