Because there is no instrument information in an MP3 (it's plain digitized sound) you cannot directly convert it into a MIDI. However with a recognition algorithm thats good enough, you can get near-accurate results. Try TsAudioToMidi or 7Canaries Professional. Unfortunately neither are free. 7Canaries is good enough.
Alternatively if you ear-train and become a human MP3 to MIDI converter you'll be a rocking musician.
