I've noticed that a lot of users have a negative points amount and still have their hosting account.

No its not!!! Its the least thing we can do!!
Well these will be dealt with over time, there not causeing a problem at the moment.
actually, it ain't automatic to remove their account once they reach negative points... i think the admin's noted that the member was already warned once or twice and they manually suspend the account.
I planned to start removing those accounts in the beginning of july, but I first have to code a few things before I will start.
