How to Convert MPEG to DVD?

is there any software convert MPEG to DVD,
i already try using Nero, no doubt it can.
but it take 7 Giga, but my DVD Blank is only 4 giga.

and is there a way to check a DVD is - or + ??

Use winavi video converter. It will convert most formats of video. I think ther'es a free version on the site.
