Im liking 'back from the 70's' the best. So i will give it a few more days and if no better names come up i will use that.
Well is he 'Back from the 70's' ? as you said he comes from the 70's and ends up in current date. I would say something like 'Milleniville' 'cause it's a toon and most toon towns end in 'ville' and because it's still below 2010 meaning it's close to the millenium. 
hmm... I suppose you have a point, but i still like it the best even if i don't use it. so if no one suggests any better ones the money will go to salman regardless if i use it or not.
I like that name too. If you paid him to use it i think i would use it lol.
