I will be providing all the pictures for you, so dont worry about that. Post here if you know PHP, and know how to navagate the Direct Pannel good and want to help.

I need a new banner put in, which has already been made, just waiting to be put in.
I also have buttons on the left side, General, Community, Information, etc. But when you click them, for instance, the General button, it drops down, and there is Forums, Members, etc. I have made buttons for Home, Forums, etc... But I need somone who knows how to switch those drop downs to my button that I have made for it, and when they click on the forum button it brings them to my forum. And when they click Home it brings them homw, etc..
I also need a new page made for me, where I can edit Text, and add pictures, kind of like this post but an entire new page where I can write like this, and add a few pictures to make it look nice( I might need more than one, not sure yet).
I also MIGHT be wanting to move the buttons from the left to the top just to see how it looks, but I might now, I am not sure until I see my buttons used.
Also, on my forums, I have special ranks, and I can add an image above the persons avatar if I choose to make them one of the special ranks I will need those images changed.( and it is much more complicated than puttin[IMG] infront of the link.
And I think that is it for now, but I could ask more but I doubt it.
So it is a very good price for what I am asking in my opnion.

It seems that the links on mfr.frih.net are just as you described it, with the exception of being text. Couldn't you simply replace them with your button images?

Nobody can really edit the code for you, you have to open the file, which is in your password protected account.
