how does one start?

Hello everyone

I am new & clueless. Would appreciate answers to some very basic questions.

I'd like to put a web site here to start and advertise a small business. Is that OK?

If so how do I go about making a web-page. It will be very simple & sober, but i have never done it. Is help available?
