It loads for me, and if it still doesn't load for you (the domain may not have propagated at the time you tried it) the explanation I'd have to go with is the cPanel port (2082) is blocked such that you can't access it. This is likely done by your Internet service provider. I would contact them to see if this is the case, and ask if it could be changed, but if that isn't a possibility, you may have to resort to using a proxy or socks server to access it. Search on google for more information on this.

As foggy said, your ISP could have blocked port 2082 (which is the port cPanel uses).
Try this link: http://anonymouse.org/cgi-bin/anon-www.cgi/http://www.frihost.net:2082/ If it works, then your ISP has blocked port 2082. This link goes through the free 'anonymouse' proxy.
