There are a great number of websites that will learn you web design but you might want to go http://www.pixel2life.com/ it will learn you everything to do with web design including xhtml, css, php and a lot more. Check out the Browse By Category on the left of the website and select web development for all the sections in web design. Pixel2life also have some great articles.

Hey, this site has some good Javascript tutorials and it has some HTML too, I use this quite a lot because it doesnt only have Javascripts for free download, but it has walkthroughs on how-to create some of them!

www.oswd.org is good for learning css. There are hundreds of designs you can download & play around with. There is also a forum with very helpful & knowledgeable people. That's how I learned css.

That is somthing of a split question because there are multiple factors that go into designing a webpage. Are you looking for instruciton on HTML or PHP, or are you talking about help with actual design elements, like graphics, buttons, and text structure?
Defining wich you are going for (or as is likely the case, both) might help streamline the responses you are getting and narrow down your search.
