For people who doesn't like designing... I can recommend Drupal... special for communities... and Joomla that is very stable for any purpose... They're very simple to use and to administer...

I like joomla. Before that I used Mambo and that is still worked on parallel to joomla.

I would go with Drupal.
Have you see the install of Drupal. Installing on locarl server for test, I mean.

The cms I really like is PHP-Fusion.
It's simple to install and it's really easy to modify to how you want it to look and work.
