Depends on your platform.
If Windows then your easiest route is:
http://www.apachefriends.org/en/xampp.html
XAMPP will set things up for you and is therefore much easier to install than php and mysql seperately although I have installed mine seperately.
If you would like to set things up yourself then the software for mysql can be downloaded from here:
http://www.mysql.com and click into downloads section
Php can be downloaded from:
htt://www.php.net
If on linux then these should be installed already, on the disc or available through your update manager of your particular linux package.
