2. How do I increase them?
3. What do they do?

For Forum Candy, the first package, it says 75 threads and 200 posts, is that alltogether 200 posts or 275 posts?
Page Rank is highly overrated and really meant for the 'in' crowd, i.e., webmasters. The average visitor doesn't have the faintest idea what Page Rank is (even those with the Google toolbar installed). What really matters is your place in SERPs (Search Engine Results Pages). Page Rank won't bring you traffic but good placement in search engines will. And yes I've also read SEO experts saying that Page Rank has little to do with search engine rankings.

Page Rank is a TM from Google and it's a Google technology about relevant links that point to a site. Page Rank you get from Google every quartal even faster if you get very relevant links to a site and many of them and you have a content on site that isn't to much used online like open source software that are about some software that makes something online on web but not used on many site, something unique.
PR can be from 1 to 10. You get them every quartal.
PR nowdays has some value to search engines but not too much relevant.
PR is great to have, because if you have PR4+ Google visits site more regularly, even Google visits sites wilth PR0. If yoou need rankings and links then having PR3, PR4 on links pages you can get faster link partners.

PR is not the popularity of a website, but Google's perceived importance of the site/page. High PR sites can have low traffic, and low PR sites can have high traffic; although in general high PR sites have higher traffic than low PR sites.
