Do search engines ranking algorithems penalize sites that register their domains using private/proxy registers?

Its not penalizing or punishing the private domain names but some people beleive you that non private domains have better chances of ranking in google than private domains...... The seo community is however divided on this....... And many seo experts beleive that domain registration does not matter at all as far as search engine rankings are concerned.......
I personally simply do not take this into account while buying my domain name...... I make my domain private or public depending on other reasons other than search engine rankings.

I just registered two domains yesterday at 1and1 and the only bad thing I found about private domains (which they offer for free) is that they charge 5 USD for each mail item they receive in your name and have forwarded to you. I did not like this but decided I probably would not get any mail (nobody uses mail now a days).
