Colour Picker from inactive window

Is there ant tool that will allow me to pick a colour from a non active window.
bot the usual java pickers but like a desktop widget suppose i am working in Dreamweaver i should be able to pick colour from a Firefoc tab or MS Paint any help

and its pretty good tool to pick colors from anywhere in the screen!!

Description sounds good to me but what about if someones needs cmyk values?

An alternate way would be to press "printkey" button of your keyboard, open photoshop and click paste. That would paste the screenshot of the active desktop. and you can use color picker to see the values.
