HTTP Server Cache - causing deleted pages to persist

I am quite sure from the following experiment that there is a web server cache that is not synch with the public_html folder and sub folders.

I created a frameset and has one frame loaded with
Jp2006Menu.html.

I decided to update the html page and ftp into public_html folder.

If I open it directly using DirectAdmin (Folder Manager), the
new Jp2006Menu.html works as I have modified.

But when I use my browser to reach it at the site, it appears
as previous version. I clear the browser's cache pages several
times and still the same result.

Then, I decided to delete Jp2006Menu.html from public_html,
and again reach it via the internet, it is still the previous version.

I clear my browser cache files several times, still the same.
I change it to Jp2006Menu1.html in my frameset, and still I get
the same results.

Help, is there any thing else I can try?

I don't think it is a cache on the server that is the problem. Rather the browser/OS/isp cache.

In such cases, try to use a proxy to view your website or use a different browser/computer.

Wow, that was one piece of software (Internet Proxy), that I
was looking for a long time.

It was great to be able to test my own Internet Web server from behind my own router.

The cache problem disappeared today. I am certain it is not my own browser cache, thus there must be a cache on one of the other hops along the way to Frihost. Most likely to be ISP, as they may be filtering contents.

But it does gives a losuy feeling, that someone tried to be the policeman on the Internet, not that I have anything to hide.
