It is usually based on Agreements signed by different countries..
For an european resident can travel to any country in the European Union without a VISA..
But this doesnt apply to Indians..
You, have to, as alkady said, go and inquire in the Ministry of External Affairs
As far as I know you can only go to Nepal & Bhutan without any visa.
PS thats why Pakistani Militants are increasingly using Nepal to enter India instead of Kashmir. So, it may be no wonder that India will close this facility soon.

Many Intruders come from that region because no one demands any visa letters there.
And, "I think U R Right, India Should Close This Facility."
