I am wondering whether I am able to have PHP error pages on server 2? Currently there are .shtml files and am wondering if its possible to change it?

The reason why is so that it can send error data to a database for me to check for borken links

You are. Simply create your error page then in the .htaccess file of your public_html (or a specific directory to only work there) place
Code:
ErrorDocument [errornumber] [error page]

For example ...
Code:
ErrorDocument 400 /errors.php?error=400
